Cannot download dictionaries that used to work before iOS 10

Dictionaries show up as selected in general settings / dictionaries but they just won't start downloading. There progress circle stays empty and selecting/unselecting does absolutely nothing.

It is as if no dictionary is installed and Look up does not work!
