No, it is not normal for your Apple Watch battery charge level to fall that much after being turned off for 24 hours.
I suggest that you contact Apple Support (mail-in service may be available) or make a Genius Bar reservation to arrange for your watch to be inspected and, if recommended by Apple, serviced (whether under warranty or via chargeable repair service):
