Somebody stolen my card and ue for make purchase from iTunes (music).
Online bank thow the IP from Netherland.
How I can contact to Apple about make refund plus lock fraudulent account.

If your credit card was used fraudulently, you don't get a refund from Apple, you get it from the card issuer. They will process the chargeback to Apple.
As provided, any refund would come from your credit card company.
