Q: "DNS Services" hitting me with a 300 dollar phone bill

Can anyone explain exactly what DNS services is? It is destroying my data and no one can tell me how to turn it off without turning my data completely off.

I needed my data for Maps, so I turned my data on briefly because my DNS Services has already put me 700 MB over my monthly limit.

In the duration of a 40 minute drive without even touching my phone it used over 2 gigabytes of data.

I contacted AppleCare and they told me to reset my network settings.

My provider is FIDO and they told me they won't do anything for me until the bill comes.

I never had this problem before upgrading to the newest iOS.
