Q: After upgrading to Sierra, all my Photos wants to re-upload to icloud. With 30 000 this is a real problem. I think its stalling my Photostream and albums created that need to be uploaded. And I'm worried it will create duplicates. How can I fix this?

Photos will always upload a Photos Library again, if something happened, that might uncover missing photos, like repairing the library, moving the library between drive, restoring from Time Machine.  Or simply turning off iCloud Photo Library and turning it on again.  There is nothing you can do to prevent the new upload. Photos uploads the image files to compare them to the existing library in iCloud and to merge them into the existing iCloud library.  It will check for duplicates, so you should not get duplicates in your library.

Did you make a clean install of Sierra, so Photos considers the library to be a new library? Or did you find iCloud Photo Library disabled after the upgrade?
