Strange problem with Safari bookmarks on Sierra

I am not sure if this problem only occurred after upgrading to Sierra but I certainly did not have this issue with El Capitan or earlier OS.

In the past when I saved a bookmark, I could either save in my Favourites toolbar, in Bookmarks or in folders. For so called pending sites I usually save in bookmarks till I have time to go through them and either delete or move to folders. When saved in Bookmarks, they would appear right at the bottom of the bookmarks after all the folders. The Bellroy wallet you see in the screen cap below as well as others that I've blanked out is where I am referring to.

I am no longer given the option to save in Bookmarks and am forced to either save in Favourites toolbar or one of my folders. As you can see in my next screen cap, after Favourites the next option is a folder I named Online Banking.

In the past I would have another option AFTER Favourites but BEFORE all the folders. I can't remember if it was simply called Bookmarks but anyways that option no longer appears.

When I use Safari for iOS though, that option is still there as you can see from my next screen cap.

Due to this issue now I have to save everything in my Favourites toolbar and then manually move them over to the bottom after all the folders and its a major hassle and waste of time.

Can anyone tell me how to bring back the option to save in Bookmarks and not just be forced to save in Favourites toolbar or one of my existing folders? Thank you!

Open the Bookmarks Sidebar. Highlight the URL address, then click and hold it while dragging it into the Bookmarks Sidebar. Keep the cursor to the left side so it doesn't get deposited in a folder.
