And yes, it is common, after a Major iOS (or macOS, or tvOS, or watchOS) upgrade release, to see some quick bug fix updates, as the operating system goes from being tested by thousands (many of them developers worried that their 3rd party app works, and not everything else), to being used by 100's of millions.
Plus there is new hardware in the iPhone 7, and far fewer test units in the hands of very few diverse people, most of which are in the United States. The 10.0.3 update was just for the iPhone 7.
The the good news is that when Apple releases a fix, you can get within a few days, if not sooner. Cell phones, that are customized with the cellular carrier's additions, sometimes take months, or do not get the update at all.
So, yes it is common, and it is a good thing!
