Fast user switching is grayed out

I have two accounts on my Macbook Pro running macOS Sierra (10.12). When I try to enable fast user switching the option is grayed out. As you can see by the screen shot below I have unlocked the the screen to allow changes. Despite being the admin several of my options are grayed out.

After some searching in google I came across the following command which also did NOT help even after rebooting.

sudo defaults write /Library/Preferences/.GlobalPreferences MultipleSessionEnabled -bool YES

Any assistance would be appreciated
