Q: Problem installing sound libraries

I know this question has been asked many times, and my research shows mostly people saying that it just requires fixing permissions, etc.  I am running macOS Sierra, which does not have the "permissions" problem (according to Apple), so the DiskUtility does not support some of the fixes suggested.

I have been trying over the past several days to install the entire sound library.  It downloads completely then fails.  When I try to restart the download, it spins for a while and then fails.  I am able to download smaller sections of the library.  After download, I am prompted for admin credentials and the install goes smoothly.

Is there anything I can do to avoid having to download the library a chunk at a time?
