Q: Blocking outgoing call not matching specific format

My provider recently charged me $5 because i accidentally dialed a 4 digit number that starts with a # for 5 seconds. Is there a way to disable dialing that has numbers less than 10 and 11 digits?
There is no settings on the iPhone for those types of restrictions. I would check with the provider as to what type of call this was that would result in such a charge. Sounds rather strange to me.
