Family member purchased app even though I turn on ask to buy

Family member purchased app even though I turn on ask to buy option in family sharing . I'm really sad and frustrated please please please help me out of this. my cousin was accidentally tap on the application which cost 2500. And I tried to report that purchase but it says it is non-refundable purchase but I want refund because there is no request message from my family member before purchasing. Apple did not send any mail or message to me to alert me. Sir I beg you sir please help me sir I want my money back so please please understand my situation. To ask Apple if you can cancel your purchase and receive a refund, go the following page and click on Report a Problem next to the app:

Note that Ask to Buy does not apply to purchases made by adults (unless it was previously enabled when they were aged under 18). It can only be enabled by the family organiser for any family member who is not an adult. It is enabled by default for children aged under 13 and offered as an option when inviting anyone aged under 18 to join the family group. These ages may vary by country.


Note that you are not talking to Apple here - this is a user-based technical support community and no-one here can access your account or refund the purchase.
