All of the dates and locations for my photos are incorrect subsequent to switch from iPhoto to Photo. Date range of photos in any timeframe are often decades off. How do I correct this?

You can change the date and time associated with a photo. You might want to do this to add date and time information to scanned photos, or if you travel to a location in another time zone, and your camera assigns your photos dates and times that are correct for your home, but not the place you visited.
Select the photos you want to change.
Choose Image > Adjust Date and Time.
Enter the date and time you want in the Adjusted field.
Click a time zone on the map and choose the closest city, if necessary.
Click Adjust.
Remove a photo’s locations
You can change the location information associated with a photo or revert it back to its original location information.
Select the photos you want to change.
Choose Image > Location, then choose Remove Location or Revert to Original Location.
If you assigned location information manually to a photo that did not have it, Revert to Original Location removes the location information you assigned.
If the issue persists, follow the steps below to repair your library:
Photos for Mac: Repair your libraryImportant: You should back up your photo library before repairing your library.
If Photos is open, choose Photos > Quit Photos.
Press Option-Command and double-click the Photos icon in the Applications folder (or click the Photos icon in the Dock).
The Repair Library window opens.
Click Repair to rebuild your photo library.

Thank you. The latter part of your recommendations appears to be the more likely solution. I believe the issue is a result of an op system upgrade (Yosemite?) that included transition from iPhotos to Photos. I remember speaking with someone at Apple at the time who walked me through setting up a new library, but keeping the old one. Still have both. I understand these things as well as I do astrophysics which is not at all, so I will proceed cautiously
How did you migrate your iPhoto Libraries to Photos for Mac?
If you opened the iPhoto Library in Photos by switching to the iPhoto Library, all dates should have been migrated correctly. Are you viewing the Dates in Photos or the file creation dates in the Finder?
MY guess? Probably the latter. It would make sense given that many dates appear to be changing as I make edits from time to time. If I recall correctly, the Apple rep advised me to keep both libraries, just in case.
