It's first paragraph includes "Final Cut Pro X and Compressor support still images for both DVD and Blu-ray menus, including full motion menus using Motion templates for Blu-ray menus."
Unfortunately, the document does not talk about full motion menus at all, as far as I can find.
I was hoping someone knew how to do this.

Interesting observation, Rick.
As you probably know, Apple stopped any interest in 'disk making' about a decade ago … Underrated iDVD supported 'moving images' as disk background, but that was SDef only… Out of curiosity, tried that in FCPX - no luck, the BluRay dialogue supports only stills.
So, a) that advice is just wrong, or b) you're on track on a hidden (future??) feature…
No, I highly doubt any 'new' features in that sector 'disk making'… Guess, 3rd party app Roxio Toast is your only option on macOS for customised, animated BluRay menus.........
