Q: Accountsd Local Items error macOS Sierra

I upgraded to macOS Sierra yesterday. I am not constantly prompted to enter my Local Items keychain. The message is often "accountsd needs your Local Items....". It doesn't matter what I enter. My iCloud password. My admin password. Nothing works. I also can no longer get my Mail. I keep getting asked for my Keychain password. None work. Not even my Mail password. I tried to go into System Preferences, Accounts to re-enter my Mail password. The system immediately told me my mail password was not there. Great! So I got one fixed. Then System Preferences locked up. I had to Force Quit it. Now when I try to open up System Preferences it goes to the Accounts page, then pops up the "accountsd needs your..." message. System Preferences freezes with the rainbow wheel. I cannot change or edit anything in it.

I read a number of suggested fixes for Local Items. I fear it is only making things worse. The recommendation was to go into Local Items in Keychain Access and do a lock/unlock to enter a new password. Well it won't let me do that. It keeps saying try again. And it is now Locked - it was unlocked. And since no passwords work to Unlock it I am kind of hosed. I have read a number of similar posts about this but they are all 2-3 years old and the other suggestions don't seem to align with the latest Keychain Access on macOS Sierra. Also, I did not do any password changes when I upgraded, which was from Mountain Lion v10.8. I can still login to my iMac with my original admin password. My iCloud password is fine. Everything works on my iPad and iPhone. It just seems like the keychain password administration is botched locally.
