I've just been given the task of sending newsletters out to about 290 people. Can I just put all the addresses in the BCC field and attach the newsletter? Are there limits to the number of addressees and/or the size of the attachment?

Any limitation is down to the email service rather than the application. iCloud limits you to 100 recipients per message, so if you are using that service you will need to split the mailing list into three.
