sierra slow scrolling with wheel mouse broken

After upgrading to Sierra (fresh install); When scrolling slowly, 1 scroll in 3 seconds or more, scrolling does not happen.

Normally, on el capitan, any speed of scrolling would result in some scroll action.

I have tried this with multiple mice, (a usb wireless logitech and wired Microsoft mouse) both with the same issue.

I see this issue mentioned on stackexchange, but very little on the apple forums. Evidently this is related to Scroll acceleration. and the only solution is to install a 3rd party app. I would like to avoid this.

How do I disable scroll acceleration in Sierra?

I opened a case with Apple support(100050056365), after basic troubleshooting the other day and their chat being buggy and dropped me after 20 minutes of chatting today(and would not reconnect....), I gave up.

Thanks.

I have the same problem with a rapoo mouse.

Before Sierra, it scrolled like a charm. now it is broken, I would burn down apple inc. if that wasn't illegal, in such rage because of that change. Luckily there exists something like USB Overdrive.

It is free to use, you may occasionally get a popup wanting you to register it...

Which works as a decent workaround, except it is also not the same behaviour, at the very least the scrolling is fixed for me now, you might need to tweak the other settings though.

A bug that it had (for me at least) is that the middle mouse button would stop working if you held it and scrolled at the same time, it would bug out and everything does weird, go back into the settings menu for USB Overdrive and disable and re-enable USB Overdrive to fix the problem.

But that is about it I think :/

Hopefully somebody comes with a better answer that doesn't involve third party tools, or Apple fixes their bug in the next update. (hopefully soon)

I have noticed this same problem on computers with Sierra installed. If I turn the mouse wheel slowly scrolling doesn't even happen. If I spend up turning the wheel then it scrolls too fast. In programs such as Photoshop and After Effects, I used to be able to slowly scroll to zoom in to what I am working on. With the new behavior I have to turn the wheel a little faster to get it to zoom, but this makes it zoom too much. I have tried adjusting all the settings available but none fix the problem.
