It means they're used Macs but are tested and replaced with newer parts if needed to fulfil requirements.

The discount on refurbished Macs depend on a number of factors including the original cost, how old and/or desirable they are. Check Apple's refurb page for deals. Refurbs are mostly either computers that people returned within the first 14 days or computers that arrived dead and are tested and repaired. I've purchased quite a few refurbs over the years and all but one has looked totally new to me and all have lasted just as long as a new one. The one computer that didn't look totally new was a Mac mini that had some scratches on the bottom of the case. You had to pick it up to see them.
