This has started to happen to me. I have attempted EVERYTHING over the past three days. I have signed out and signed in, turned iCloud off and on on every single one of my devices. I even restored all of them devices to see if that worked. Nothing! Apple seem to have no idea and it's really frustrating that I am paying for Apple Music and iTunes Match and can't use either of them!!

I was able to duplicate the issue described on this thread.

In my case the issue occurred on a Windows 10 64 bit os

What I did to resolve the iTunes issue was to uninstall iCloud Drive, but leave iTunes installed.

Immediately after uninstalling iCloud Drive iTunes began working again.

Since my hard drive is only 117 GB, I had previously deselected all checkmarks on the iCloud Drive app pertaining to what should be synced with the device. I highly suspect that I could have resolved the issue by selectively re-checking items in the iCloud drive. But, in my case, I don't really need iCloud Drive on the device. Uninstalling it was not a hardship.

This started happening to me on my MacBook last Friday. It seems iTunes is facing connection issues, but only on my machine. iPhone on same network works fine.

Since then, nothing worked. iCloud sign-out/in, iTunes reinstall from apple.com, and so on. Sometimes the library is available, but songs won't download (they get stuck).

Another MacBook signed into the same account seems to work fine. Curious.

This is a huge pain. It seems there's no fix for this but wait on the 2011 to come back ¯\_(ツ)_/¯
