Admin account does not have Library access

Hello! I noticed this issue when Photoshop stopped being able to open .EXR files.. "Could not complete your request because of a program error." This is a very vague error, but one source pointed to incorrect library permissions.

This Macbook has only ever had one account, one user (me). It has a Bootcamp partition.

I went to Library, hit ⌘+I, and this is what I get. I unlock the lock with my password, and try to make edits.

I don't understand. My account is called "Josh Chamberlain" so I'm not sure what 'wheel' is. Making any changes here provides the error "The operation can't be completed because you don't have the necessary permission."

This is my Accounts panel. Clearly, I'm supposed to be an Admin. Right?

Hoping there's an obvious solution I'm missing here. Thanks!
