Notes synchronization issue: Syncing between iPhone (10.0.02) and iCloud, but not MBP (10.10.5)

Issue: My MBP (10.10.5) will not sync with my iCloud Notes.

Here is what I have done to troubleshoot so far:

1) Made sure that the "notes" is checked for syncing in my iCloud Account on my MBP

2) deleted my iCloud account and reloaded it on my MBP (this reloaded a lot of notes, but only a small portion of what is in my iCloud account)

My 6s (10.0.02) is syncing fine though!

Please help!!!
