I think this is definitely a bug.
I did a clean install; downloaded Mac OS X HS from App Store… created a USB boot disk) wipe the drive clean (format) and install Mac OS HS and manually install all the Apps. Only used Time Machine to import iTunes, Photos and Documents; none of the previous USER preferences were transferred.
After it the clean install Chinese Input works fine.

I was off for few days so I decided to shut off my MacBook to conserved some energy…
- Today, I restarted my Mac and Chinese Input disappear again (Preferences à Keyboard).
- To remedy this, I went to Preferences à Language & Region à and added Chinese to Preferred languages to the top (above English) and restart my Mac.
All in all, Chinese language has completely disappeared from Language & Region and Keyboard.
So, I think this is definitely a bug.
Just for clarification. Before powering off my MB for the long weekend I updated
Visual Studio Code to the latest stable release and performed Daily, Weekly and Monthly Scripts maintenance (OnyX) before shutting off.
Anyway, just want to keep you all posted.
