iTunes Store rental, did not download, will not let me
delete, re-rent or download. Shows up in video downloads, when I try to download (rented video) error message "There seems to be a problem downloading your video." endless loop and I will be charged and not able to view

You've tried rebooting the iPad/computer that you rented it on ? If you get the same problem after its restarted contact iTunes Support : http://reportaproblem.apple.com
