I get the same error message, running macOS Sierra 10.12.1 (build 16B2555) on a 3,5 GHz Intel Core i7 iMac (27", late 2013). This being a Mac I haven't uninstalled any Apple related software, and obviously did not run jv16 PowerTools X (since it's Windows only). I did restart the computer, though.

Btw I use a VPN service to access the internet, but that's never been an issue before.

I have the same issue on El Capitan 10.11.6 - Issues started with one of the iTunes updates 12.5.2 and now its 12.5.3 I have the exact same error code/issue. All we can do is keep posting these and wait for Apple to fix them. This normally happens when Apple comes out with a major O/S upgrade as they make major changes to their other software around the same time to accommodate both operating system versions.

I have this same problem on my Mac (version 10.12.1) and my iPhone 6 (iOS 10.1.1). Trying to purchase the *free* Square POS app on both devices doesn't work. I've restarted both devices many, many times. Also tried restarting wifi, turning off wifi, logging out of apple, logging back in, resetting back to factory settings, the whole 9 yards. My girlfriend just woke up and was able to download the Square app to her iPhone 6 in 3 seconds. WHY? Why isn't her device giving her the same error?

my iPhone 5S - IOS 10.0.2 just downloaded one of the apps I cannot on any of my home computers that have the latest iTunes 12.5.3. I'm guessing Apple made similar changes to the IOS versions - so it may depend on the IOS version that you have. I think if you restored your phone to an earlier IOS it might work - or just wait until Apple gets around to acknowledging and fixing the issues. BTW - for another reason I had to erase my macbook pro hard drive and reinstall the operating system from scratch so it's definitely an application issue by Apple - nothing we are doing on the user end causing this.

Did you see the latest service level agreement change too that pops up and requires you to agree to it? (maybe if we actually read it, it might say we are agreeing to not being able to download items anymore). 😉

I have had the same issue since downloading iTunes 10.5.2, and it got worse with iTunes 10.5.3. I have rebooted, authorized the machine, signed out and back in, all with limited effect. Sometimes I can update 3-4 apps before the message appears, sometimes it doesn't allow me to update at all. I have also tried right-clicking on each app icon to update, which has been more successful, but is a real pain.
