We cannot get health.app to use the 5c for miles/steps. Nothing shows up in the "data sources" field of the "data sources and access" section on the Walking+ Running Distances page. Works fine on my 5s. Hardware issue?

As this article states, you need an iPhone 5S or later (iPhone 5C is too early) to record steps, walking, etc.
Use the Health app on your iPhone or iPod touch - Apple Support
The Health app works fine. However, as the 5C doesn't have a motion co-processor, you'll need to find a different way to collect that data. You'll need something like a Jawbone UP band or other device that counts steps and syncs with Health. FitBit devices do not sync with Health although there are apps that will move the data from the FitBit app to Health.

Yes, as @IdrisSeabright states, it's not at all obvious to folks not indoctrinated with Apple that the iPhone 5C pre-dates the iPhone 5S.
