10.0/10.1 updates turn on all iCloud features

I'm seeing something new with the 10.0/10.1 updates. Normally, I only have Find my IPhone turned on in iCloud. Prior to 10.0 update, I would just skip the iCloud login after an update and it would just retain the iCloud settings as I had them.

WIth 10.0, and then again with 10.1, I skip the iCloud login after the update. This time, it sees I'm already logged in to iCloud and turns on all the features (Calendar, Contacts, Reminders, Notes, etc.) anyway.

Why?

iPhone 6 Plus, iOS 9.1

"Why" is a question that none of the millions of users in this user-to-user forum can possibly answer, so there's no point in asking it. However, it's no big deal to turn it off. And if you update with iTunes it will still ask if you want to enable iCloud, and there's a "skip" button.

Also, it asks for your iCloud passcode, so you can still skip it.
