can I draw a line over video in iMovie?

There is a way of adding lines to a video, although it is not exactly "drawing" on the video. So the below may not be what you want, but I'll describe it for you in the event that you might find it helpful.

Using the Preview app on your computer you can create a .png image with lines in it, and using the Picture in Picture feature in iMovie10.1.3 you can overlay that image onto your video. Then you can adjust the size and position of the overlay so that the lines appear where you want them. You can set key frames to animate the line so that it follows a path. It looks like this:

To create the .png image with lines in it, open a duplicate of any random photo in Preview (it happens automatically when you click on the photo) and do an Edit/Select All and Edit/Delete. In the pop-up box that appears, elect to convert to .png. That will leave you with a blank .png screen for an image. In the Preview menu select Tools/Annotations/Line and you will be presented with a screen with a straight line in it, that you can adjust or delete. You will also see a toolbar at the top that will give you the option to do a scribble line among other things, like adjusting the thickness and color of your lines. After you have your lines the way you want them, Save to desktop and drag the image into your project, putting it into your time line above your video and selecting it. Then you activate Picture in Picture feature to make your adjustments.

Sounds a little confusing but it's really easy once you work your way through it.
