Go to the App Store and download Apple TV Remote. That will enable you to navigate around the menu. To actually start Apple TV, I find that triggering AirPlay from my iPhone does the trick, and then I can navigate seamlessly with the app, but to start yours in order to connect to the network, plugging it in should trigger the device to start.
The remote app still requires the physical remote to input the code on Apple TV for pairing
