After restart I see that the Time Machine's Preferences LOCK -- is OPEN !
Off course I did not open it ...
So after restart it is possible to make changes without my knowledge

Yes I see that. However, it was connected and still, it doesn't say that in the second shot and still no lock.
I don't know which option is the right one ?
With or without the Lock
Neither am I to be honest. I have to look on one of my other Macs but I can't get to one now.
FWIW, on my MBA running 10.12.1 The lock is there.
Do you have, "Require an administrator password to unlock each System Preference pane" checked under the advanced settings on Security & Privacy?
For me, the lock does not show unless that is selected.

I just checked a standard user account and the lock is there for that account but does not appear on an Admin account (with the setting unchecked).
