I'm using a Magic Mouse. Why can't I swipe back and fourth in the finder the way I can in Safari? This is such a convenient way of getting around it should be standard across the board IMHO. Anybody else wonder why apparently Apple has decided not to implement this?

Thanks for clarifying...I misunderstood your question. Unfortunately there is no solution for that functionality. I would also find that enhancement to be useful. I suggest you provide macOS Feedback.

Works for me. What are your settings in System Preferences...Mouse>More Gestures>?
I have it set up exactly the way you are showing it. You know how you use the finder to drill down into folders, well I want to be able to swipe using the mouse to move back out of those folders (and into those folders) like you can do in Safari when you move through links, back and fourth with swiping. The two finger swipe moves your between screens but has not effect in the finder itself. At least this is my experience.
