Just set two new iPhone 7's for wife & I. Both had iPhone 6. Used iTunes backup on iMac to copy everything to new phones. Everything looked great (as expected). BUT, I just went to update emergency med info, and noticed it did not get copied on either phone. Did I miss something here? I thought it all copied on 5 to 6 upgrade.

Was your iTunes backup encrypted? If it wasn't then no PII (personally identifiable information) or passcodes were included in the backup.
Aha! No it was not encrypted. I will re-edit my info, do an encrypted backup, & restore to old phone & see if that works. Sounds like you nailed it.
Just do not forget your encryption password. As this article says:
About encrypted backups in iTunes - Apple Support
There is no way to recover your information or turn off Encrypt Backup if you lose or forget the password.
