emojis are defined by the Unicode Consortium. Not Apple. Not any other software or hardware vendor. Because unless there is a universal standard what appears as an emoji on your device will appear as garbage on someone else's. If you want a new emoji this is where you go to request it: http://unicode.org/. Click on "Emoji deadline" for information on how to submit requests. But note that the nominations are already closed for this year as of October 1; if you submit a request now it will be considered for 2018.
