I am having to trouble when looking at videos and GIFs that are stored on my phone. A error message comes up that says "Cannot Download Video...There was a error downloading this video from your iCloud Photo Library try again later". How can I fix this issue?

This happened to me after an IOS update. Go back to Settings and complete the iCloud setup. Specifically, accept the new terms agreement. This worked for me, your mileage may vary.
Try un-syncing iCloud Photo Library in Settings > iCloud > Photos, wait a few minutes, then re-sync.

It cause me lost bunch of my photo
Have you tried signing out of iCloud and then sign back in?
Anyway Of getting them back ?
Are you going to suggest something different or just say “don’t do that!”
