If Apple does not provide support at all in your country or does not support a particular service or feature in your country, then support is not available to you. While Apple does do business, and thus provides support in many countries, it does not do so in all. And even in the countries it does do business in, it does not necessarily support all services and all features in all countries (FaceTime in certain middle eastern countries being a prime example, where individual nation's own laws prohibit that service).
Iran is one country where Apple has no business presence at all - they do not do business in Iran and they do not authorize any resellers to do business in Iran. Since they do not do business at all in Iran, they also do not provide support of any kind in Iran.
