Apple usually tries to minimize the number of shipments for an order, but that does not always mean everything you order will ship at the same time. Items from different sources, or build to order options will ship when available. So, for example, peripherals already in stock locally will ship separately from a Mac, iPad or IPhone which often ship directly from the manufacturer in China.

From your picture, it looks like you ordered 2 iPhones and they are shipping as a single package. If both were available to ship, that would be normal. Apple won't pay for two shipping orders when one is sufficient to get you your items.

If you login to the Apple Store you can check the details and estimated shipping of every item in your order.

If they were available to ship, and ready to go out, they were very likely placed in the same box. as such Fedex only was one item to track, i.e one single box which contains both iPhones.

If Apple's own tracking website has the same date for both iPhones, the they are very likely in the same box, and Fedex will only show tracking for that singular box. i.e. unit. Fedex may not know it is actually shipping 2 iPhones in the same box.
