I have a message, "product being reviewed action required". But no other info.

I have the message indicated on my "orders" page. But it doesn't appear tied to any one product, it's just a red message on top of the orders that says:

Action required: Product selection being reviewed. Additional information will be emailed.

There is no email, it doesn't indicate what product they are talking about, and I have no idea what action is required.

It now appears impossible to contact apple support without a serial number (absurd). How do I speak, or chat, or if I must, call (I am not interested in email, since that already appears inconsistent) to find out what this is about?
