Can't access Photos for attachments in drop down menus

I have a 27" iMac (late 2013) which I recently upgraded from Yosemite to Sierra version of OS X. Prior to this upgrade, I was able to access Photos via drop down menus in contexts such as making an attachment to an email in the Mail program, or in Safari when making an attachment to a web form. After the upgrade, I only seem to be able to access drive folders, but Photos and PhotoBooth have disappeared from the list. Can they be restored, and if so, how? If they can't, how am I supposed to attach photo content to email messages, Facebook posts &c? I know you can add email accounts or Facebook accounts directly to the OS and then "share" images that way, but this doesn't cover all use cases and is a very counter-intuitive way to work. This is my own content, I should be able to access it for attachment.

I see the Photos browser in Mail, now, thank you. Not exactly an obvious change, but it works. Here is a screen shot of Dropbox (less personal content than Facebook) to better explain what I mean about Safari. Photos used to be accessible similarly to the image you showed in Mail. It no longer is. There doesn't appear to be a similar Photos browser feature here.

Here is an unsatisfactory hack for accessing Photos content via something like a web browser drop down menu:

Open a Finder window. Navigate to your user account, then Pictures. Find the Photos tile. Right click and select "open package contents". Navigate to Masters. Drag the Masters folder into your "Favorites" in the Finder sidebar.

Now when you use the web browser drop down, Masters will be an option. You can navigate to the picture you want that way -- provided you remember the date you took the picture.

This is _NOT_ a solution and I am still waiting for an explanation of why Photos was removed from the drop down interface in Sierra !!!

Another primary example is something like trying to attach a picture to Facebook via a web browser. If you open Facebook in Safari and click to upload a picture it will produce a drop down menu. Prior to Sierra, accessing Photos as you indicated was an option. With the upgrade to Sierra, this is gone. Which basically means the only option is to go to Photos and "share" the photo to Facebook -- which is fine if one has Facebook deeply integrated into the OS, but some prefer to avoid this for a variety of valid reasons.

Hopefully someone will come along to explain either (a) why it was removed or (b) how to restore it. Always very odd when an "upgrade" reduces features/functionality.

I'll have to take your word for it. Although I do have a Facebook account I never use it and I only use Safari on occasion. I checked back as far as Yosemite and when I click on "Upload a Photo" in the Facebook page, I don't get a drop down menu but rather a Open Dialog box. I in no means meant to imply accessing Photos from Safari was an option. Only the Photo Browser when in Mail that you can drag a photo into.
