Notes option in Mac iCloud grayed out

On my Mac (running Sierra), after I sign into iCloud, the Notes icon is grayed out. I have tried logging out of iCloud and logging back in, as well as tried restarting, but no luck.

How can I turn on Notes syncing on Mac with my iCloud account.

In your screen shot keychain box is semi greyed and options button in front of keychain is vanished ? why .Do you use two step verification .it seems that I cloud keychain is not set up , if you have I cloud verification code in records , can configure iCloud Keychain once again .Check the box of keychains , an empty field will come up enter your verification code , also sms would come to your mobile ( that would be 6 digit ) , after entering a small circle will start rotating in front of keychain , wait for a while the keychain box will be checked .open system preferences > internet accounts , configure your I cloud account by entering I cloud address and password .Check all the boxes except Back to my Mac

Again come to system preferences , I cloud check all options .

Reset default Keychain

Open Spotlight (Apple+Space) and type 'keychain access' and select the Keychain Access app. This app is used to store your usernames and passwords, and is also synchronised with your other macOS and iOS devices. A problem with this app can cause iCloud login problems, but a reset can fix the issues. This will wipe all of your stored passwords but don't worry, as I'll show you how to restore them from iCloud. Click Preferences from the Keychain Access menu and then click Reset My Default Keychain. Enter your login password (not your iCloud password) when prompted and click OK, and you'll get a new dialog box telling you that an empty Keychain has been created. Click OK.

Re-enter your iCloud password

Go to System Preferences, iCloud and you should get an error message telling you that your computer can't connect to iCloud. Select the option to go to iCloud Preferences and then enter your iCloud password when prompted. Click the 'Verify your password' button and enter your iCloud password again. You'll now be signed in to your iCloud account.

Reconnect Keychain

Your iCloud Keychain will show as being connected, but to be safe, it's best to force the issue. Remove the tick from the Keychain box, and then click again to reselect the option. Enter your iCloud password again to verify your details. Click Request Approval: you'll get a pop-up message on another device, so just enter your iCloud password and your iCloud Keychain will work again.

Either company authorisation must take steps first of all follow the above method , once configured if they don't want employees to view some notes , they can lock individual note .

Or, if they don't want I cloud services can configure notes with web mail in internet accounts .

It totally depends upon the management how do they want to configure notes .
