Accidentally deleted emoji keyboard from my iPad, and now cant find to Reinstall?

The instructions on the page that you posted from should let you add it back, go into the Settings app :
If you don't see the emoji keyboard, make sure that the emoji keyboard is turned on.
- Tap Settings > General > Keyboard.
- Tap Keyboards.
- Tap Add New Keyboard.
- Tap Emoji.
