How to disable Siri completely?
Settings in Sierra are not respected by the OS, and a question about activating Siri pops up incessantly. Very annoying.

All you should have to do is go into System Preferences>Siri>Turn Siri Off. This turns Siri off. Just don't press the shortcut on your keyboard for Siri, and you shouldn't have any more pop-ups.
Choose “System Preferences” from the Apple () menu.
Click on the “Accessibility” icon in System Preferences, then the “VoiceOver” item in the list on the left.
Uncheck the “Enable VoiceOver” box.

Actually; this does not stop the pop ups. They reappear when I connect head phones.

I'm running macOS 10.12.1 on a MBP (retina, mid 2012). I do not have an "Accessibility" icon within system preferences. The only way I can get to any kind of accessibility is to type accessibility into the system prefs search box which then takes me to accessibility. At that point I can then enable/disable voiceover.
I find nothing within my system which will allow me to activate/deactivate siri. I know I deactivated it at some point but now I can't find out where.
Settings>Siri>Off.
However, if you turn Siri off, Voice Control will automatically be enabled. That may be what you're experiencing.
I don't have that option.
I have an Activate Siri check box, which I have not checked (of course).
