What is Family Circle folder and CircleCache .plist ?

What is the purpose of the Family Circle folder and its containing file named "CircleCache.plist" ?

Their location(s) is/are:

/Users/<my name>/Library/Caches/FamilyCircle/CircleCache.plist

I have yet to find any information online regarding a solution to my question and I would like to determine if I can delete this folder and its contents or if that would not be advised.
