I see post back to 2010, where the only options are to activate Seri and then disable it on the lock screen. I don't want ether option enabled, when I hold the home button, regardless of the current state of the device. How do I do that?

Siri is turned on and off within settings.
I find voice control is far too easy to turn on when pressing the home button for other reasons, but my research some time back showed that this can only be turned off if you subscribe to Apple Music.

The more users will claim this issue the faster Apple will hear about it and maybe fix it in future updates.
