The Dictionary application is static — you cannot add words to it.

You can make an ordered list in HTML that contains your words. When you click on them, they open the Dictionary application to that word entry in the specified language. Here is an example in a file on my Desktop that I arbitrarily named foo.html. When I double-click on it, it opens in Safari with an ordered list:

User uploaded file

The HTML syntax to produce that list:

<!DOCTYPE html>

<html lang="en">

<head>

<meta charset="UTF-8">

<title>My Word List</title>

</head>

<body>

<ol>

<li><a href="dict://dankenswert">dankenswert</a></li>

<li><a href="dict://ディクショナリー">dictionary</a></li>

<li><a href="dict://dictionary%20definition">权威释义 quánwēi shìyì</a></li>

<li><a href="dict://to%20look%20around">sich umblicken</a></li>

</ol>

</body>

</html>

You will need to enable, and order the dictionary choices in the Dictionary application's Preferences for some of the above links to work properly.
