i'm having bootup problems. please help!

So my MacBook is having problems. I start it up and there is a blinking question mark folder. So I figure to put it in recovery so I do that, I log into the wifi, then it freezes with a globe and an exclamation point and says apple.com/support and then -1007f under that.

I wiped the MacBook earlier when I sold it to someone. They were able to log in but all my stuff was still on it so they went to wipe it and the. It had them truly to download OS Mountain Lion (which I thought was weird because I had Yosemite on it when I sold it to the guy).

It's all very confusing. What do I do?
