Can disabling icloud music library and enabling it again lose all the downloaded songs on iphone

Hello,
I need to add a song from my laptop(windows) but as i have i cloud music library i dont get an option to manually add music on my device from laptop if i disable the icloud music library will all my downloaded songs go? What if i enable it again after i transfer this song would i get all my downloaded music back ? Please help !
I dont to lose my downloaded songs but i need to add this song in my phone manually as the drag music is not working on my itunes i have lagest versions of itunes as well as iphone itunes 12.2.5.36 and ios 10.1.1 please help

Hello Devendra11,

I understand you want to add a song to your iPhone manually. Since you have iCloud Music Library enabled, all you need to do is add the song to your iTunes Library and it will automatically become available on your iPhone. If it does not appear on the iPhone, choose File > Library > Update iCloud Music Library from the iTunes menu on your computer.

Turn on iCloud Music Library

Make sure that you're signed in to all of your devices with the Apple ID that you use for your Apple Music membership. Then follow these steps to turn on iCloud Music Library.

If you don't see your content on all of your devices

On the computer that contains your original music library, make sure that you're signed in to iTunes with the Apple ID that you use for your Apple Music membership and have iCloud Music Library turned on. Then, from the menu bar at the top of your computer screen or the top of the iTunes window, choose File > Library > Update iCloud Music Library.

If you choose to turn off iCloud Music Library, you should not lose your downloaded songs, but be sure to backup your iPhone before doing so. However, if you cancel your Apple Music Membership, songs that you downloaded from the service will be removed.

If you stop syncing, normally the music on the phone will disappear. It should resync when syncing is turned back on.
