~/Library/LaunchAgents folder is not found on my macBookAir

Alternate method (All quoted items are entered without the quotes). Close all applications. On Finder's menu bar, from "Go", choose "Go to folder". Enter "~/Library" within the entry box, and click the "Go" button. A window should open. Type "command + shift + N" to create an "untitled folder" icon. Type "LaunchAgents" to replace the "untitled folder" name, and press the "return" key. You should now have a LaunchAgents folder within your ~/Library.

Yes if you open user library , click on go to go folder and type ~/Library and press shift + command + N an untitled folder will be created in the user library and you have to type LaunchAgents , will this folder be created in alphabetical order ? that is after LanguageModelling or will it be created at random position in the user library .

Yeah ! your method worked I created a new folder LaunchAgent1 in the user library and clicked on enter it was automatically shifted to its right place , then as this artificially created folder LaunchAgent1 is not required , so deleted it .

Close all applications - If a folder LaunchAgents is deleted in user library how to establish it once again on right place .

Press command + J > choose as name .

Take cursor on top menu bar > new folder > type LaunchAgents in empty field .

It will be created where Mac OS X always places file and folder names, in alphabetical order.

reinstalling the OS can re populate the folder as well

Great If you close all applications and right click on empty desktop and sort by none then ? 🙂 your method was almost correct but sort by name is required .

Yes by reinstalling the OS creates a new folder and entire system is freshened up 🙂 but the OP asked LaunchAgents folder is not found in the user library .

I'm talking about viewing in List-form or Columns-form, not Icons-form. For Icons, they can be anywhere within the window, unless you "Clean Up By" or "Sort By" some attribute.
