Why are apps stuck on updating in the app store?

To make this as brief as possible, I have two apps that are stuck on updating in the app store. One is called withings health mate and the other is called sleep cycle. Withings I am unable to purchase because it is stuck on updating in the app store. The little button that would say "get" instead is the circular update circle but it won't update the app and no matter how many times I tap it, it doesn't seem to make it stop saying it will update. The other app is stuck on updating but I still have it on my phone. While in the app store it says it will update, the app icon itself does not say it is updating though and tapping to stop the update in the app store will not make it stop saying it is updating. Both updating apps have no progress to update, it has been awhile and I very sad that I can't download Withings and that I can't update the other app. I have an iPhone 5S, I have 3 GB of storage about left, the current version I am using is 10.1.1 and it says there are no updates available. Other info is that both apps are under the category health and both track motion using the phone's sensors. I don't know what is causing this problem, it could be a problem with the app store connecting to these two apps, but I would like to get this figured out soon because it used to be just one app that was like this and now it is two apps that are like this. Any idea on how to fix this? Do I have to restore my phone?
