What do you mean by 'force-restart'?
As it is described by apple .. force restart means pressing the lower volume key and sleep/wake button together for 10 sec .. this is tried in case u cannot lock or shut ur iPhone with the sleep/wake button..
Then yes, this operation won't provide you any damage.

Anyways thankuu.. I wanted to force restart because my home button and sleep/wake button had become unresponsive .. but now they started working again..
