My 2010 MBA does not have this (AFAIK), so how can I get this to stop spawning every 10 seconds?

I too had the same issue.
Follow instructions to boot into 'safe mode' (hold shift when first turning on chime is heard).
Safe mode clear previous caches.

Other discussions point to the touchbar on the new MacBokkPro. Apparently Sierra thinks every Mac has or should have the touchbar. This log entry is annoying and takes up huge space but the error seems to be benign. Someone is hawking a free product called touché that mimics a touchbar on your monitor and this seems to turn off the logging error but I have ZERO experience with the product, don't know ANYTHING about it or the publisher.
I disabled SIP with the intent of trying to unload with launchctl, but after turning off SIP, the message was no longer being logged. Booted back into Recovery and enabled SIP, and so far the message is still gone 😉
Just curious, did you have to actually unload it, or are you saying just toggling SIP was enough? In any case it's a bug and should be reported. This is a work around.
Just toggled, but it came back after a day. I already posted to bug reporter (as well as one for "Failed to harvest strings for pathless uuid '00000000-0000-0000-0000-000000000000')

Tried as much as I could short of erasing internal HD!! very frustrating
You could just ignore it, it should have no effect on performance.
Hopefully Apple will fix it in a future release

I didn't have this problem before. Only after updating to 10.12.2 I encounter this.

I have the same issue with continuous "com.apple.nowplayingtouchui" messages in syslog after upgrading from El Capitan to Sierra 10.12.2 on my iMac.
I was able to isolate this to loading Safari. If I reboot and don't bring up Safari, I don't get the message; as soon as I load Safari the message starts.
I thought it might have to do with the "Apple Pay" setting in Safari/Preferences/Privacy, but disabling it didn't change the issue.
There is no perceivable problem with my system with having these messages, so guess i will wait for Apple to address in a future update.
