Error message says "iTunes cannot sync ... Photos Library is not yet available." How do I fix this?

In our apple devices photo library is not showed whether our Apple devices doesn't connected with Internet plus i Tunes on PC based ISO with Apple id where our account didn't sign in that may be the basic reason for i Tunes didn't sync with photo library otherwise ISO fully performance to be needed PC with i Tunes sharing on or enabled with Apple id account in login. we need to check our i Tunes with PC is authorized or not if not then we need to De-authorized then sign in with apple id and password to authorized after i Tunes sync with all photo,video,music etc
