Can a new Apple Watch be tracked?

No, there is not. If the Watch is still in the box, and thus not powered on, how could it be tracked?

Check with a neighbor to see if the carrier company delivered it to them by mistake. I've also noticed some carriers are very reckless and just toss it from afar, so it may have even landed in a bush, etc.

If you cannot find it, or think it may have been stolen, then contact Best Buy. It is their job to make sure that you got your package. They likely took out insurance on the package, and should take care of sending a new one to you.

• If your packages do not arrive as scheduled contact the sender immediately.

Since you didn't have the chance to set it up, it's not associated with you in any way, so unfortunately it will not be trackable or lockable even if powered on.
